Gmail - confusing placement of functions?

In gmail's "Inbox" the following primary funtions are available:

"Archive", "Report Spam", "Delete"

Under "Spam":

"Delete forever", "Not Spam"

i used to check the Spams also because you never know when will you find
an email there from an old contact or something. But the so called
mental modells of the two are different.
So when i'm in Spam, and i checked the mails, i want to delete them and
i want to push the button on the right, but that would be wrong...

What do you think?
