Response times for panning and zooming in geographical maps ?

Hello,

I'm looking for some guidance on response times for basis GIS
functions like panning and zooming.

We're developing a new GIS viewer for our information system but we
are not sure about the responsiveness to the end user.

I already found the web response time overview of the Jakob Nielsen,
but that is a bit to general.

Anyone has some suggestions or material ?
