Although not HCI specific, the Japan Society (@japansociety) says

I spoke at Web Directions East in Tokyo last November and met people
from a very healthy UX community there, many of whom were eager to
keep up with the latest ideas emerging from the English-speaking
world. I'd be happy to forward your question to a few of the contacts
