Can a UX include rollovers in a WAP browser as long as it's done in an XHTML format and do a rollover change via graphics or a style sheet?

No, cannot be done since it requires scripting.
The version of XHTML that is supported in WAP browsers is called XHTML-MP
I suggest you download the started to see what is included in that standard.
It is a subset of XHTML as we know it for normal web browsers. Openwave has

On top of that, there is hardly any mobile phone browser that has
implemented the entire XHTML-MP standard. For example, using background
images only works on some phones and table stuff is also often problematic.
