Does anyone have or know of a freely available
template of Windows XP (or other version) icons,
controls, for creating a GUI mockup? I will be
using Illustrator to create the mockup.
The Zentall GUI elements are great. They don't come in a pure Windows XP flavor, but all of the widgets are there. I've adapted them for Eclipse and they've turned out fine.
contact gabe at zentall.com for more information. He currently doesn't have them up on his site, but he can point you in the direction.
The other thing that you can do is if you have Visio Professional 2003 with the Windows XP elements is take the widgets and then paste them into Illustrator and make your own set of widgets.

You can choose different elements of the Windows XP
GUI and create mockups, then export them to
Illustrator.
I hope it helps,

I have a GUI Widget library that includes Windows XP and it's done in
Illustrator.
You can grab it at http://toddwarfel.com/downloads/GUI_Widgets.ai

In such cases Internet Archive (http://www.archive.org/web/web.php)
might also come in handy. This particular page is preserved at http://
