Email Newsletter Tools and Development Processes

Another team my group works with is responsible for distributing a
newsletter each month. However, the individuals distributing it are not
UX folks by any means, nor have the technical skill set for editing
HTML. I am curious if anyone has seen any tools provide successful
support in this area. Does anyone have a recommendation for the
development of HTML email newsletters? Are there applications that are
recommended for the development of them and/or processes that anyone has
seen success with?
