Two good articles on this from Johnny Holland recently. "How do you communicate a UX vision", and "Planning your UX Strategy."
There will be no single answer to your question. "Design strategy" can be a lot of things, maybe as simple as a sketch that gets people excited about an idea, or maybe a presentation to the right stakeholder, maybe a diagram on the wall. No, there are no "design strategy tools" on the market, I think you're looking for "designers" there. :-)
Take a look at this presentation (download link on the right side of the page) by Henning Fischer from Adaptive Path. I think they provide a good understanding of Design Strategy.
