These terms are most often used in government projects to delineate the difference between what are considered inward-facing (agency-centric) and public facing (citizen-centric) tools, services, programs, policies, etc.
With the growth of the movement towards open government (Government 2.0), there's an increase in ensuring that public sector workers, particularly, engage with the public in changed ways, thus a marked incre in the notion of citizen-centric service delivery.
This is the stuff that's my bread and butter. Happy to discuss more.
