Android UI Overlay Project

I'm a young graphic designer who recently made a theme for hacked Motorola Droids. While doing this I realized I didn't have nearly the creative freedom that I wanted, but also that the stock Android OS is really...really ugly and rough around the edges.

I'm curious if anyone would be interested in starting a team to make an overlay (entire new UI with set of system apps) for Android handsets and tablets. I don't code, but I know Android apps are coded in Java. 

With this project, one feeling I'm trying to eliminate is the constant switching between apps that has been so prominent the two primary smartphone OSes (iOS and Android). I want to accomplish a very integrated feeling throughout the entire phone along with a very good looking and smooth UI. 

Is anyone interested in teaming up to go about this? Thanks!

Great idea, in fact I have talked with many mobile applications developers who have the same "cross platform" problem and the solution for them is to use the browser embedded in each device and run their applications inside it using HTML. Anyway I think you can take a look at Justinmind Prototyper if you want to design your ui and validate it with other mobile developers, they already have an android widgets library that you can take as a reference to make your own ui.
