Background
Our UX team is embarking on building a cross-company icon library, essentially a
web-based UI to a database so that developers can download icons from
one central location.
We identified personas and scenarios, focusing on the developer and the designer. (They obviously have very different
needs.)
Benefits - everyone in the company can view and download icons across products- designers can update and add new icons directly to one database - icon requesters can filling out a web-based form to request a new icon or set. (they do this by email now)

Questions
We are considering Drupal with add-ons and customization.- Have you completed a similar task using open source tooling? If so, I'd
appreciate any advice you have.- If you have done this, what tool did you use?
Thank you for your help.

I Michele,
I have just finished a project in Drupal. It may help

Drupal is great but you need to know very well where are the limits of your project because it gets short quite soon.
I hope it helps.
Cheers
