If I have understood your question then the answer is yes, but it is using Black Hat SEO techniques which are hugely frowned on for very good reasons.

Actually, if I understand you correctly, what you'reĀ referringĀ to is image replacement. For example the HTML: <h2>Out dog bikkies sale!</h2>
Can be replaced with an image (banner). This is considered a white hat SEO technique. Nothing wrong with it so long as the image is relevant to the original HTML. Easily accomplished with css, search for "css image replacement".
