I'll note that since I currently work for UW-Extension I do have the ability to purchase beer at the Memorial Union (you need to be affiliated with UW-System).
Those recommendations are all great. Outside at Essen Haus/Comeback Inn can be nice in the late afternoon/early evening, and Genna's has that patio area which is good if we're not concerned about food.
There are actually a whole slew of great options. Perhaps we should choose the establishment that promotes the best user experience ;) -Moses
It's not downtown - but I know the Brink has lots of space and usually hosts events like this. I believe the Brocach has an area upstairs that can be reserved. Madison's also has a lot of space.
Not location related, but one thing to note is that UW graduation is mid May. The week leading up to and including commencement (the 14th and 15th) should be avoided at all costs. Things will simmer down substantially the following that week.

If you'd be willing to come to campus, I'd be happy to host at the new Wisconsin Institutes for Discovery building.

I like The Brink, they're inexpensive. If you're looking for something free, but not as private, I'd suggest Brocach Irish Pub.
