Keyboard Navigation on a Mac

I set a class an exercise to compare the keyboard navigation of two web sites. One of the students was using a Mac and reported that he had very limited success on one of the sites – www.directgov.gov.uk I had tried the sites with Safari on the PC and had no trouble, but lo (Easter is coming up so I am feeling a bit biblical<g>), when I dug out my old Mac (OS X, but Motorola CPU) and tried to tab around the site, I found that it was fairly broken. Anyone know what is going on? (A BBC web page that describes keyboard alternatives to mouse actions was not particularly helpful – to summarize, I am wondering why the <Tab> key does not work in this setting.)
