Resource/PM Tool Like Basecamp?

Hi All,
I am trying to manage design resources/assets and would very much like to use Basecamp. However, due to security reasons, it's not an option for my group. Does anyone know if there is open source software like Basecamp that can do the same or similar things for a team of 15 or so? I need the project based approach, as well, some type of PM functionality.

I remember usign activecollab when it had an open business model; it has changed since then, and you have to pay for the license, but a) it lives on your server, and b) it has evolved enough to be considered a valid tool for PM.

There were other open source projects, but I never liked any of those.

I have also heard of:
Redmine is an open source free option that you can host yourself and build on. However the UI is super clunky. But it does everything.
