Wizard - Button placement

Need your thoughts on where should we place the wizard buttons like "Next", "Prev" and "Save".

We have seen that there are wizards where the buttons are placed at the bottom, and in some they are placed at the top of the page. I am designing a wizard and need to validate where to place the buttons: at the top of the page or at the bottom.

If you can design the wizard so that all the form fields are visible all the tima at each stage (that is, no scroll) then you can set the navigation buttons at the bottom. 

This is desirable because the users process each page from left to right or RTL, and always top to bottom, and they expect to finish at the bottom-est item. 

While they are filling the blanks (hi Luke!) they don't think about moving on; once they are done they start looking for the next thing to do -click "next"- and for that they start searching for the "next" button. If it's at the bottom thay thay are already there.

On the other hand, having to back up to the top of the form in order to go forward involves backing up and moving forward in a step where the back step is superfluous. 

You want to streamline your wizard as much as possible, I guess.
