Personalized Dashboard: Widgets & Modules

All -

I am designing a portal that allows the user to add mutiple widgets/modules to their personalized dashboard. I've done extensive user research, but I am unsure if the widgets/modules should be pre-populated with data. The argument against this is the widgets/modules are highly customizable to the point where it is hard to predict what a particular user type needs in each widget/module.

Preferences to show the number of items to display per page

I have noticed several threads on pagination, but no mention of saving
a user's preference for the number of items to display per page.

In our application, a user can specify the default number of items to
display per page in their application preferences.

I feel this control is too hidden to be useful, so we have recently
introduced an additional control to set the items per page at the
list level.
